Perryville is by far the most popular place to railfan the Port Road. It also happens to be one of the best spots to railfan the Amtrak Northeast Corridor. You will almost always find other railfans at the MARC station, especially on the weekends. During the week, you will also see MARC commuter trains as well as many, many Amtrak passenger trains (visit Amtrak's and MARC's websites for train schedules). The passenger station is the most popular spot in town, as it sits in middle of the wye connecting the Port Road to the Northeast Corridor. Port Road trains to/from Baltimore use the south leg of the wye, while trains to/from the Delmarva use the north leg of the wye. The station is very easy to get to, just follow the signs on route 222. Another vantage point for freights is the Otsego Street grade crossing. The area south of the crossing provides plenty of parking. This is also the location of the connector to the CSX Philly Sub. This track is no longer used to interchange traffic, but is used to set off bad order cars and sometimes high/wide loads.
Another popular spot is the massive Susquehanna River bridge south of the station. If you turn left out of the station parking lot and go south for a bit you'll cross under the bridge. There is a grassy area to the left that you can park in (use the gravel driveway) that provides a great view of the bridge. If you get bored of NS and Amtrak, the CSX Philadelphia Subdivision isn't far away. There are a few good spots in the general vicinity, plus there's the massive B&O bridge over the Susquehanna.
